Elizabeth Brown, PE
Liz joined JLT Consultants in 2025. She has nearly 20 years leading local and national geotechnical teams. Liz has performed and/or assisted with geotechnical investigations and analysis, geohazards mitigation, and forensic investigations throughout the western United States. She has experience working on roadway, bridge, building, school, industrial facilities, wastewater facilities, and power plant projects of various sizes and in varied geographical and geological conditions. These projects have included shallow and deep foundation design, retaining and shoring wall system design, landslide repair, slope stability analysis, pavement design and rehabilitation, dewatering systems, soft or unstable subgrade remediation, and storm water recommendations. Liz is experienced in project management, project quality control, cost and value engineering, and geotechnical constructability issues.
Tim joined JLT Consultants in 2025. He has 25 years of experience leading all aspects of infrastructure design, construction, maintenance, and operations. Prior to joining JLT Consultants he was most recently a Senior Director for Atlas Technical Consultants and performed extensive work for ITD in all districts and in support of HQ Bridge and HQ Materials. Before that he was the Deputy Director of Ada County Highway District and his project management experience involves leading high-profile programs and projects, including coordination with ITD and the six Ada County City's. He has led design and construction activities on many DOT and municipal projects in Idaho, Oregon, Washington, and Arkansas. He is well versed in leading large, multi-disciplinary teams on construction and maintenance of dams, bridges, roadways, food processing facilities, and high-tech manufacturing.

Julie Morgan, EI
Julie founded JMorgan LLC in 2018 as a DBE Inspection firm. In 2025, she renamed the company to JLT Consultants and added Liz as an owner. Julie holds a BS and MS in Electrical Engineering, she is passionate about delivering high quality infrastructure projects to clients and the public. She manages business operations for JLT while teaching College and Advanced Placements classes in engineering, physics, and AutoCad. Julie is highly skilled in the Autodesk Software Package, AutoCAD, and Fusion 360.
